Pension Redress Program

The parties to the PSCBC, on the 02 September 1998 and 29 November 2002 respectively, agreed on a pension restructure process through the Public Service Co-ordinating Bargaining Council (PSCBC) Resolution 07 of 1998 and Resolution 12 of 2002.

The aim of the two resolutions is to provide compensation to government employees who suffered various forms of discrimination by government pension funds under apartheid. This discrimination amongst others includes the following; female teachers and other female employees in the public service who had to resign to give birth and upon return were admitted to the Temporary Employees Pension Fund (TEPF), RSA citizens employed in former Transkei, Bophuthatswana, Venda, and Ciskei (the so-called “TBVC States”) and Employees admitted to temporary pension funds due to their medical/physical status.

The following members qualified:

  • Employees in service on 2nd September 1998, and
  • Employees who suffered forms of discrimination (as outlined above) in terms of the PSCBC Pension Redress process

The following needs to be noted:

  1. Members that are currently in-service and qualified for the redress process, their service period has been increased.
  2. Members who qualified and are currently receiving a monthly pension from GEPF, payment has commenced for people on pensions.
  3. Members who qualified and have exited the system have to be “traced” in order to have their details verified for pay-out. These include members who have resigned and beneficiaries of the deceased members.
  4. The application process closed on the 31 March 2012, there is no further application processes that the PSCBC will embark upon.
  5. We are aware that there are agents that are misleading people by presenting them with application forms, charging them exorbitant fees and making false promises regarding the redress process, we view this as mischievous behaviour and caution people not to engage these services.

    Good Day Sir/Madam
    I was on annual leave November 2011 and on the last Friday of my leave I was contacted by my pension officer at home that my name came up for pension redress. The Monday back from leave I went to pension office to complete the relevant forms. This was done in Nov/Dec 2011. My question therefore why did I not receive any monetary compensation if my forms was sent and on time. Please give me feedback as this does not make sense at all.

      Dear Averil, although the applications for Redress Pension were submitted previously, GEPF only started with payments this year (2019). They are currently paying members who are still on their pay-roll (pensioners). Depending on whether you are still employed or not depends on when your pension Redress will be processed.     I applied for programme back in 2011. All my colleagues have received their money, but apparently I did not contribute to pension fund, and some documents were outstanding, but we all had the same documents. Apparently someone has been working on my file since 15 October 2019. i am not getting straight answers.

    PSCBC Pension Resolution 7 of 1998 and 12 of 2002 is a discrimination as no Resolution was passed for GEPF members who exited the system prior to 1998 . These members were also discriminated against based on race, gender etc. Why are these members excluded and no Resolution has been passed for these members ?
    2ndly – applying a cut off date for submission of applications for Redress, for a aged, frail pensioner would be a nightmare (imagine trying to collect all the information required to submit to process an application)

  13. Without informing or updating my details, my money was paid into my bank account that was closed. I found out two months later when I inquired to update my bank details. I was told I will receive the money within 30days, that was in June 2019 I am still waiting my persal is 092***** and pension nr 963*****

    GOOD DAY I WAS REQUESTED IN AUGUST 2019 TO SUBMIT A NEW BANK FORM AS MY PREVIOUS ACCOUNT WAS CLOSED, WHICH I DID AND THE PENSION FUND CONFIRM THAT THEY RECEIVED IT. Dear Janene Please assist Have been in contact with GEPF since 17 07 2019 and was told that I was approved On 10 02 2020 I was told to contact them again after the end of Feb 2020 as they are processing payment Today I contacted them again just to be told that I was not approved. They mailed me a copy of a letter dated 30 05 2017 which I never received The informed me that due to the fact that I had a break in service I was not approved The address which was on the letter is my present one which I only changed on 18 07 2019 at the gepf offices in Port Elizabeth . According to my knowledge the criteria was being previously disadvantaged and being in service Sept 1998 .I got married in 1980 was temporary but was then temporary and paid a gratuity With the birth of my 2 sons in 1982 and 1984 I had to go on maternity leave at 6 months and went back when they were 6 weeks old weeks WITHOUT A SALARY Please would you kindly assist

    I was sent documents stating that I do qualify for the redress. I did the required procedure and submitted all the required documents around August 2019. As I check my status it indicates that I’m approved but I still haven’t received any payments. I went to the offices and they always indicate I would receive payment after two weeks and till to this day I haven’t received anything. What could be the delay?

    I submitted my forms to my Union as required, for pension redress, but upon enquiries i was told that my forms were not received by GEPF. The union shop steward that collected the forms submitted the forms to my union but up until today nothing is happening. what must i do?

    I Augustine and my pension redress application was approved with others by PSCBC in 2016. May last year some of them started receiving their payments, and since then anytime I enquired about mine l was told to check every two weeks.       Dear Ayanda, Pension redress was an additional task given to GEPF to handle the payment after PSCBC made all the decisions. This is not the core functions of GEPF and therefore it is placed on hold until after the lockdown. I wish to enquire, i phoned Gepf in January 2020 and i was told that the money was deposited in may 2019 and bounced back due to my closed bank account, in February 2020 I submitted new banking details but up-to-date when i phoned am only told that there is no payment date. Am very stressed because Gepf already made declaration at Sars in 2019 and Sars can’t process my tax submission due to pending IRP5 for the money that i never received from Gepf.Please help .
